Project OFAR: Oregon Formative Assessment Resources

Welcome to the home of Project OFAR: Oregon Formative Assessment Resources, a grant awarded by the U.S. Department of Education's Institute of Education Sciences to the Oregon Department of Education in its annual (FY09) Statewide Longitudinal Data Systems grant competition (CFDA #84.372A, Award No. R372A090048).

Project OFAR was an ODE collaborative initiative with the University of Oregon. This site contains information for all project stakeholders including students, parents, teachers, school and district administrators, legislators and educational researchers. It also includes technical documentation about how solutions were implemented and details on project progress.

Outcomes

  • Integrate the infrastructure already extant in the Oregon Department of Education that supports the statewide assessment data with the University of Oregon's formative evaluation system easyCBM, using standardized curriculum-based measurement.
  • Support a large-scale database mining system for researchers across the country to conduct empirical investigations on either or both of the longitudinal data sets.
    • Distal measures using annual statewide tests
    • Proximal curriculum-based measures (measures collected monthly or more often)
  • Develop a web-based curriculum for the professional development of teachers-in-training who are attending one of the seven state institutions of higher education; these modules address assessment literacy as well as data-driven decision-making and are designed to be incorporated into courses offered as part of each institution's teacher-training program.

OFAR Grant

OFAR (Oregon Formative Assessment Resources) is Oregon's second federally funded Statewide Longitudinal Data System (SLDS) grant project. OFAR is a $3.7 million dollar, 3 -year project focusing on enhancing the data systems developed over the last decade in Oregon. It adds to the foundation of Oregon's first federally funded SLDS grant, the Oregon DATA Project. The funding through the American Recovery and Reinvestment Act (ARRA) of 2009 supports the enhancement of the data integration system in the statewide data warehouses by incorporating classroom performance and progress measures: building of large-scale data sets for policy analysis and development; and creation of pre-service teaching materials that use classroom performance and progress measures.
